JLA: Incarnations #6

When Rumaan Harjavti, dictator of Bialya, secretly advertises Bialya as an exclusive tourist destination for Supervillains, Batman wants to do something about it-- but Maxwell Lord won't let him. So, in an attempt to get on the Bat's good side, Booster Gold hatches a ridiculous plan: for him and Blue Beetle to go undercover to Bialya and ruin the Supervillain resorts from the inside. Takes place in the early days of the JLI, in the late 80s.
